Yes they can. But there are a couple of extra steps. And the mortgage deposit will be a little higher than a resident.

2. How Much Money Do You Need?
Generally for residents you need about 20% in cash for the deposit, plus 10% for taxes and fees. For non-residents the deposit amounts can be up to 50%

3. When Is the Best Time To Buy?
It looks like property prices are going to fall due to COVID about 6-9%. And they may not recover until about 2024.

This is a personal decision - village or city. But we'll cover our experience of how we chose where to buy in Madrid.
